COP28 is the 28th United Nations (UN) climate conference (meeting) where world leaders, from almost every country, are meeting to talk about climate change.
COP stans for Conference of Parties an 28 is for the fact that this is the 28th such annual conference.

What is COP28: Explained Simply
COP28, or what’s called the 28th Conference of the Parties (COP), is a meeting where leaders from about 200 countries will discuss what actions need to be taken to stop climate change.
It’s a chance for world leaders to make real progress on climate change. They can agree on new plans to reduce greenhouse gases, the gases that make the planet hotter, and help countries that are already being hurt by climate change.
Goals of COP28
Here’s what COP28 aims for:
- Accelerate global climate action: COP28 aims to accelerate the implementation of the Paris Agreement, adopted in 2015, which sets the goal of limiting global warming to well below 2 degrees Celsius, preferably to 1.5 degrees Celsius, compared to pre-industrial levels.
- Enhance ambition and action: COP28 will encourage countries to enhance their Nationally Determined Contributions (NDCs), which outline their national climate plans, to ensure they align with the Paris Agreement goals.
- Address climate finance: COP28 will discuss the need for increased and accessible climate finance to support developing countries in their climate mitigation and adaptation efforts.
- Foster collaboration and partnerships: COP28 will promote collaboration and partnerships among governments, businesses, civil society, and other stakeholders to address climate change effectively.
Main themes for COP28 are:
- Reducing greenhouse gas emissions to limit global warming.
- Building resilience to climate change impacts.
- Mobilizing climate finance for developing countries.
- Addressing the impacts of climate change that are already happening.
- Accelerating the development and deployment of climate-friendly technologies.
What is COP – History and Facts
COP stands for “Conference of the Parties”.
It is the biggest decision-making body of, what’s called the United Nations Framework Convention on Climate Change (UNFCCC).
The COP meets every year to see if the rules and decisions of the previous meetings are being followed by the countries – especially what was decided at the Paris Agreement.
The Paris Climate Agreement is an international agreement adopted in 2015 at the United Nations Climate Change Conference (COP21) in Paris, France. The primary goal of the agreement is to address climate change by limiting global warming to well below 2 degrees Celsius above pre-industrial levels, with efforts to limit the increase to 1.5 degrees Celsius.
The COP is responsible for a number of important tasks, including:
- Reviewing the implementation of the Convention and the Paris Agreement
- Assessing the progress made in addressing climate change
- Making decisions on how to promote the effective implementation of the Convention and the Paris Agreement
- Adopting new decisions and agreements
- Providing guidance to the UNFCCC Secretariat.
The last COP was COP27, which was held in Sharm El-Sheikh, Egypt, in 2022.
